Add consistent prefix in Compile Instructions

Compile Instructions specifies using prefix=/usr to install, but not to update-shells, so the /etc/shells file ends up with the wrong path. This specifies using the same prefix change for both, though perhaps you would prefer not the specify the prefix on either?
