Publishing visual studio code extension on the marketplace for visual studio code

Note: I won't do it because I do not want to do the following required steps before one can publish an extension for visual studio code according to the tutorial: https://code.visualstudio.com/api/working-with-extensions/publishing-extension.

• Get a microsoft account
• create an organization on azure dev ops.
