Provide a way to recover on running out of memory (at least for some programs)

To ensure that a misbehaving program cannot crash the system, essential system programs need to survive running out of memory. These include the filesystem driver and other daemons that provide essential services. In addition, the user interface should not crash when memory is exhausted.
Additionally, Redox will eventually need to provide a libc, and this will presumably be based upon libredox. C programs may assume that running out of memory is recoverable.
