`kill` invocation differs from linux

Reproduction: [describe how you are able to reproduce ("trigger") this bug/issue.]
In OSX/Linux, typing kill -15 <pid>
will kill a process with the correct signal
Expected behavior: [describe the behavior you would expect the repro to yield.]
using kill -15 <pid>
or kill -9 <pid>
will stop a process (depending on the necessary signal. (it does not)
Actual behavior: [describe the actual behavior, which is presented through the repro.].
kill -9 <pid>
does not kill the process, however kill 9 <pid>
does kill the process.
