BootService LocateHandleBuffer is not public

Is there a reason that BootServices::LocateHandleBuffer is not public? Since it does memory allocation and isn't size constrained, it is the suggested function in place of LocateHandle: https://mjg59.dreamwidth.org/18773.html?thread=767573
