Update rust-argon2 to 0.8
I'm trying to get base64 updated across the entire Servo crate graph and rust-argon2 most recent major release is 0.8, please make a new release with this bump so that this crate will transparently get base64 0.12 once rust-argon2 0.8.2 is released.
