Do setuid in the userutils recipe

This will continue to work just fine with the way things currently are (I'm pretty sure...), but the binaries that need setuid bits will have them as a part of the package, instead of as part of the makefile. filesystem.mk in the main redox repo also does this task, but it is now deprecated and should be removed at the earliest possible opportunity.
