New recipes (C/C++/Python/Perl)

Ribbon requested to merge new-c-c++-recipes into master

I tested the majority of recipes, to see the working ones, use grep to search for "compiled" word (these can be included on the ci.toml).

All notes are comments, search for TODO to see them.

This MR can be merged without review, as the non-working recipes needs more porting.
