Couple of small improvements

• Remove setup.sh as it isn't used anywhere.
• Fix the cargo template to install in /usr/bin.
• Convert lci recipe to toml.
• Convert fal recipe to toml and move it to wip as it currently doesn't build.
• Convert sodium recipe to toml.
