Copied the merge request templates from the core repo to the drivers repo such...

Timothy Finnegan requested to merge tfinnegan937/drivers:pr_templates_in_drivers_repo into master

Problem: This PR template isn't available in the drivers repo, thus it needs to be copied manually.

Solution: Copy the gitlab PR templates into this repo such that they're available when opening a PR against it.

Perhaps in the future we can set up a CI pipeline step that synchronizes these with the templates in the core repo. That would avoid the need for us to keep these in sync.
