Draft: Improve error messages for cookbook install

Ron Williams requested to merge rw_van/installer:graceful-full into master

If the cookbook option is present, and a package fails to install, error messages now clearly indicate the most likely reason (although the error code is not checked - that could be added if someone wants to).
