WIP: Add plugin support

AdminXVII requested to merge AdminXVII/ion:add-plugin-support into master

Add the ion-plug command to load, update and clean plugins. Plugins are stored in $XDG_CONFIG/ion/plugins/ and are shallow git repos.

Git commands are called via Command::spawn, one at a time (to print to stdout sequentially).

Binary size: 4871464B -> 4966840B (2% increase)
