Add as_parts option

as_parts checks if the path is properly canonicalized and returns None if it is not.

canonicalize_with_scheme was added to properly format a scheme-rooted path.

kernel update is ready as draft.

Relibc needs to have its Cargo.toml updated to 0.2 when this change is published.
