Add missing po4a requirement for Ubuntu 20.04 on WSL 2 in bootstrap.sh

Open AM requested to merge IceTDrinker/redox:updated_bootstrap into master

Problem: Missing po4a requirement makes the make all target to fail on Ubuntu 20.04 WSL 2

Solution: Update bootstrap.sh with missing requirement
