Fix: Add rsync to dependent package list (Arch)

Add missing rsync package in bootstrap.sh for Arch.

I found same issue in #1337 (closed) and it hasn't been resolved yet.

I also removed trailing spaces in my editor settings. I don't think it's a problem so I committed it as is, but if it is, please let me know.
