Rename lcg48 module as rand48

Peter Limkilde Svendsen requested to merge plimkilde/relibc:rename-lcg48-rand48 into master

This may be a bit of a bikeshedding MR, but I think naming it rand48 brings it more in line with the other rand* stuff in stdlib and is a less-surprising name.
