Draft: Replace pthreads-emb with a proper implementation

Jacob Lorentzon requested to merge 4lDO2/relibc:remove_pthreads_emb into master

It's not complete yet, but a necessary step to take.

I decided to call it RLCT, from ReLibC Threads, analogous to glibc's NPTL (Native PThreads Library).
