Refactor the Makefile

AdminXVII requested to merge AdminXVII/ion:refactor-makefile into master
  • Use xargs to parallelize the tests
  • Trim the paths to show only relative to the cargo root
  • Only check for the alternative argument parsing in the CI
  • Get closer to support dash
