[Fix] adjust Makefile and test/run_examples.sh slightly to work with gentoo-like build environemnt

These two little fixes were necessary to get cargo running in an environment that does not use RUSTUP and when the git branch name is not master. This is part of an effort to create a package for gentoo, which is not possible right now, see #887 (closed)
